1月13日、大阪市の橋下徹市長は、財政負担が年間1292億円に達する生活保護医療扶助に対して、「意図的な過剰診療などを繰り返す悪質な医療機関を（生活保護指定医療機関から）排除する」という方針を打ち出しました。

　生活保護者の医療費用は全額公費です。そのため、例えば腹痛を訴える来院者に、9割方異常はないとは分かっていても、血液検査一式、レントゲンはもちろんのこと、入院させた上でCTや胃内視鏡検査・大腸内視鏡検査など、保険の範囲内の全ての検査を行う医療機関が見受けられます。
